[Building Sakai] Permissions for calendar export (iCal)

Thanks Beth,
I've created SAK-25904 <https://jira.sakaiproject.org/browse/SAK-25904> 
to document these issues with the iCal export permissions.  I can 
definitely attach a patch if we do fix these issues here at HEC 
(probably by adding a new permission or two).  We may end up integrating 
the patch for "Allow subscriptions to non-public calendars" (SAK-21497 
<https://jira.sakaiproject.org/browse/SAK-21497>) instead.  That 
functionality looks closer to the use case our Product Owner is looking 
for, and a little more user friendly (no need to name the ics, click 
save, then come back to see the url).
