[Building Sakai] Property to use Resources as Web Content tools?

Hey All,


On Longsight QA05, it appears that one can use a Resource as a Web 
Content tool (see enclosed screenshot) [1], as expected.

I tried to use the property to turn it on for my local copy of Sakai, 
but I'm not seeing the Make site page option [2].

Any suggestions on what I might be doing wrong?
