[Building Sakai] In a particular site how to restrict studentsfrom sending messages

Hi everybody.

The necessity of a permission to disable sending messages in Msgcntr was 
discussed time ago, but in spite of that there was interest on it, no 
JIRA was created to manage it AFAIK.

So I have created https://jira.sakaiproject.org/browse/SAK-25940
