[Building Sakai] Restoring Softly Deleted Sites

The UI filter that you mention isn't in until Sakai 10. The feature in
general isn't in the regular Sakai release until Sakai 10. If ANI ported it
to 2.9 has it working or some way to search sites it would be completely
custom. It seems like David's idea of searching the database would be the
most likely way prior to this UI.
