[Building Sakai] Sakai 2.9.3 and Oracle 12

Hi Carla,

Don't know about Oracle 12 but with Oracle in general make sure to update
the database pool (DBCP in Sakai) to the latest version for your Java
version, see http://commons.apache.org/proper/commons-dbcp/. You can just
drop the correct jar in shared\lib and delete the old.

Also use the correct/latest database driver. There is some TCP issues with
incorrect driver version for database version.
