[Building Sakai] sakai.basiclti.admin

Hi
When I add external tools through the External Tools admin tool
(sakai.basiclti.admin) I don't see where I can add them to other sites.
I've tried looking for them in the Site Info -> Edit Tools area and nothing
is appearing. Is there some config I'm missing?
