[Building Sakai] Assignment date logic

I have an instructor who is trying to do the following in the Assignments tool (Sakai version 2.9.1) and I’m not sure if this is possible.  If it is, please let me know how to set up his Assignment so it works as expected.

· due date: February 25,
· accept until date: March 4.
· resubmissions until date: February 25
· My expectation : after February 25, first submissions would still be allowed, but resubmissions would not.
· Reality : no first submissions were allowed after February 25 (“accept until” date ignored)

I want to allow first submissions after the due date (for students with extensions), but no resubmissions after the due date. If the above settings were not
sufficient, what would be?
