[Building Sakai] PORTLET_STATE_PARAM: "org.sakaiproject.portal.pluto.PORTLET_STATE" in Session?

Does anyone know why the PORTLET_STATE_PARAM =
"org.sakaiproject.portal.pluto.PORTLET_STATE" is dumped into the
session routinely and stored there? It happens in
portal-render-impl/impl/src/java/org/sakaiproject/portal/render/portlet/services/state/PortletStateAccess.java
and seems to continually be added to as the user views portlets in the
system building up a larger and larger copy of PortletStateContainer
in the session.

Context: Unicon and others in the community are working on trimming
down the sessions from their very large current size to support
various performance and replication efforts.
