[Building Sakai] Fix for this Dashboard threading issue in Sakai 2.9

I am wondering if someone has ran into this locking issue in which
Dashboard job gets stuck:

org.springframework.dao.CannotAcquireLockException:PreparedStatementCallback;

nested exception is java.sql.SQLException: Lock wait timeout exceeded;
try restarting transaction*

Please let me know if there a quick fix or a patch associated with
this locking problem.
