[Building Sakai] Cannot create course site on nightly trunk

To reproduce:

1) Go to Worksite Setup and click New (or click Add New Site in the 
upper right hand corner icon)
2) Notice that if you select Project site, the Continue button is 
enabled. If Course site is selected it is disabled.
