[Building Sakai] New issue type in JIRA

Is there any way of indicating that a chunk of work is just a refactor with
no change in functionality? I often find myself just not bothering with
ticketing a chunk of work because it doesn't fit into the bug or feature
request categories; I just do the work and commit it with a hopefully
useful commit message.

What do people do when they want to jira a refactor?
