[Building Sakai] how a non-admin user can be able to create new site, user and reset other users password

Dear All


I want to create a user with custom role e.g., xyz,
I don't want to add him to Administrator workspace,,
 but using JAVA web-services he  should be able to

create new site,
create new user and
reset other user passwords


Is it possible ?
