[Building Sakai] SHould we change the DOCTYPE for Portal pages?

In the New Optional Responsive Portal for Sakai 10

We have switched the Doctype to HTML 5.

<!DOCTYPE html>
<html lang="$!{locale}">
    <head>

The doctypes can be intermingled so we can still pull in iframes that use
the XHTML doctypes.
