[Building Sakai] Creating projects

Hi,

Someone can help me with Sakai (CLE) tool creation? I have to create a
tool to run under Sakai 2.9.x branch and found no good explanation of
best practices or getting started articles and stuff.

Any help is welcome!

Another doubt I have is how can I follow Sakai CLE news and project
decisions and priorities so that I can catch things up?
