Portal chat is and has always been on by default *in trunk*.   Look at nightly...

We switched the default to off when in 2.9-x branch as son as we made the branch so all the serious QA would be done with the configuration we expected the majority of sites would be using in production.

I would propose we do the same with portalvideochat - default on in trunk - default off in the Sakai-10 branch when the branch is made.
