[Building Sakai] Label for Jira with Patch(es)

Hi All,

There were about 250+ Jiras with the label "PATCH_ADDED" and about 8 
with the label "patch_attached".

I changed all 8 of the "patch_attached" to "PATCH_ADDED", so if it is 
okay can we standardize on "PATCH_ADDED"?  If not, I'm open to changing, 
just wanting the consistency, which helps in filters and such :-).
