[Building Sakai] the assignment's link "Release Grades" doesn't work

Hi all

The Assignment's link "Release Grades" doesn't work if assignment has 
been associated with an existing Gradebook entry and the students have 
been graded into Gradebook tool.

Steps to reproduce:

1. In Gradebook: Create a grade item (say Grade1).
2. In Assignment: Create an assignment (say Asn1) and associate it to 
Grade1.
3. Any student(say student A) submits Asn1.
4. In Gradebook: Instructor grades the student A in Grade1 with 6 points.
5. In Assignment: Instructor checks the student A's grades and he's got 
6 points in Asn1. Instructor tries to release grades by clicking in 
"Release Grades" link but the student A's grade is not released.

In this context, the "Release Grades" link doesn't work because the 
submission status for student A is not "Graded".

It happens either in Gradebook or in Gradebook2. Tested in 
https://qa10.longsight.com/portal. I've attached an image to clarify this.

Has anyone noticed this?
