[Building Sakai] Nightly2 trunk/experimental builds down as of r134283

Nightly 2 trunk and experimental builds are kaput as or r134283. [1]

The issue: ${sakai.tomahawk.version} property is specified in the content tool pom but the value is not available via inheritance (e.g., master pom, content base pom).  No version, bad build.  If we've standardized on a specific version of Tomahawk, please define the property in the master pom; otherwise add a <properties> section to the content base pom and define the tomahawk version there.
