[Building Sakai] [sakai-pmc] Lazy consensus proposal to branch Sakai 10

Nope, not that I'm aware of. We do need branch managers for Sakai 10 and 
Sakai 2.9.x.  Thanks for bringing that up. We could pass the proposal 
but if there is nobody to do the work then it won't get done.
