[Building Sakai] SHould we change the DOCTYPE for Portal pages?

Relating to this topic, the Drag&Drop feature I am working on only works 
for IE10+.

The current <doctype> of Sakai pages makes Internet Explorer 10 & 11 to 
work in Quirks Mode instead of Standard Mode, so Drag&Drop will not work 
and probably neither other HTML5 features, unless this change is done.

AFAIK the only way to disable Quirks Mode in IE11 is in Developer Tools, 
in the Emulation tab. Not too user friendly.

So +1 to the switch.
