[Building Sakai] Course Site creation

Do not return SecurityAdvice.NOT_ALLOWED, instead, return
SecurityAdvice.PASS.  That means that you want to skip answering yes
or no for the permission check that isn't SECURE_ADD_SITE:


if (SiteService.SECURE_ADD_SITE.equals(function)) {
           return SecurityAdvice.ALLOWED;
} else {
           return SecurityAdvice.PASS;
}
