It looks like folks thought this is fixed, but I can reproduce.

https://jira.sakaiproject.org/browse/POLL-178 refers to it being fixed in

https://jira.sakaiproject.org/browse/RSF-9  - which refers to it being 
fixed in POLL-178. Nice circular reference.

I suspect there is a fix that did not get merged for 2.9.x, but the good 
news is that we should be able to get this into Sakai 10!
