[Building Sakai] Proofread Sakai 10.3 release notes

Was that work actually completed and/or merged into 10.x? I see 2 recent
jiras related to CC importing
LSNBLDR-440 - allow common cartridge to be loaded through site info;
Lessons support
  - This one looks like it just opens up an api so other tools can call
loadCartridge in lessons, I don't see any changes to Site Info.
SAK-28031 - update common cartridge import to use the CC code from import
  - Not looking at the code this one seems like it might be the one that
provides this functionality, but is not merged into 10.x

In either case, even if SAK-28031 is the one that does it, I think Site
Info (the Import from Archive File) should be improved to have some more
text about what types of files and what you can import. It's really has
never been clear what kind of file you're expected to provide on that page,
mostly because I don't think it imported anything OOTB. I don't even 100%
know without looking at the help, which does provide some information, but
after SAK-28031 and SAK-28032 it should be more standardized for some types.
