[Building Sakai] Peer review backport for 2.9.x

Thanks, Bryan.

It would be great if the modifications over Duke's 2.9.x branch could be 
viewed in subversion tab in the related JIRAs, like the modifications 
over NYU's 2.8.1 branch that are already present there.

I don't know how hard is to do that. But it would be very useful for me 
to compare my patches with yours.
