[Building Sakai] Assignments bulk download problem

We're seeing a problem in Assignments > Download All where the downloaded
zip file, upon attempting to open, creates another archive file with
.zip.cpgz extension. Further attempts to open it create an infinite loop.
We notice the zip file size is 0 bytes, but not sure why.

Has anyone seen this or know what could be the cause?

This is not happening on QA servers but on our local test instance of Sakai
