[Building Sakai] how to set tool properties

Hello all,

I am trying to apply SAK-8005 in order to enable announcement reorder
feature.
The JIRA indicates me to enable tool properties: enableReorder=true.

I've
checked /opt/sakai-deploy/Sakai_C2_9_3/announcement/announcement-tool/tool/src/bundle/announcement.properties
but canot find "enableReorder"
I might misunderstood "tool properites" part. Can somebody be kind enough
to tell me how to set this tool properties?
