[Building Sakai] new web content tool error

[Steve Swinsburg]

That fix was for Site Info, not web content. It was just there to
illustrate that this issue can be fixed in one line of code. Whilst URL's
should not contain spaces, we should be a bit flexible and help people out.

Is there a Jira for this?
