[Building Sakai] User's Emails are NOT UNIQUE

Hi,

while testing the QA10 at longsight servers, I noticed that when creating
registered users, those created users can have the same email address.

is the email
address field not UNIQUE??

if yes, is it a question of sakai.properties config?
