[Building Sakai] 2.9.x Users User ID field is blank

Good information, I will keep this in mind as I work through this issue.
 
When I go to the Users section as the administrator the first column, User Id, is blank for all my users.  This is a test environment where I am working on gettting 2.9.x ready for production.  We are currently running 2.8.x.  Seeing the Users section as admin in 2.8.x shows a populated User Id column and the Ids are all links which allow the admin to edit a User.  
 
Users in 2.8.x that need to create worksites (faculty) have the ability to do that because they have the site.add and site.add.course checked in the maintain role.
 
I have checked these boxes in the same role in my 2.9.x test environment but it does not work to provide them the ability to create worksites.
 
The only indicator of something wrong is the WARN message in catalina.out I initially posted.

When you say they don't have an id field, whereabouts do you mean?
Also, to create sites, they need to have a user type that has the relevant site.add permission. Maintain is a role within a site and is for site based permissions.

There is a bit of background in a blog post I wrote a while back:

I am using a mysql database that works in 2.8.x. For the upgrade I applied up to 2.9.3 sql conversions and then built. Users authenticate against our ldap server.
Any suggestions would be greatly appreciated. My main goal here is to get Instructors access to create sites.
