[Building Sakai] Improving the Portal's Handling of Popups for Portlets SAK-24208

I am getting started fixing the portal's handling of popups within portlets:

It is kind of a tricky issue with a few moving parts.   It will be a few days before I start coding - but I wanted to put this up for comment in case someone can come up with a simpler or more clever design.
