[Building Sakai] edit site information error

I did the same setting
#wsetup.disable.siteAlias=false
site-manage.enable.alias.new=true
site-manage.enable.alias.edit=true
for Sakai 2.9.3 and I fail to create a site alias url. Please see the
attached screenshot and advise us what we are missing. We don't apply any
local modification into Sakai 2.9.3 yet.
