[Building Sakai] Sakai 2.9.x - Fixes for issues with "submit as student"

Dear Sakai community,

Earlier this summer, we discovered two issues with the "submit as student" feature in Sakai 2.9.  Essentially, this new functionality worked in two of the assignment submission types ("Inline only" and "Inline and Attachments") but was not working in the two other submission types ("Attachments only" and "Single uploaded file only").  We also noticed that after a professor submits a document on behalf of a student, it took the prof to a different view in the assignment list (not an intuitive location for a professor).

We contracted with The Longsight Group to develop a fix for both of these issues.  They have completed this work.  We have conducted basic QA testing and everything is looking good.  We are planning on rolling these changes to our production service next week.

In the meantime, we'd appreciate any additional eyes on QA testing this functionality, in case we missed something.

If you are available to conduct additional testing, the fixes are applied to the 2.9.x experimental server:

The process we used to test the feature is documented in SAK-23816 if you want to explore additional configuration steps.

NOTE: The experimental service has some additional features enabled with the Assignments tool ("Visual Date" feature, CKEditor 4.0 with Moono skin, and peer assessment).  Please don't confuse these features with the "submit as student" fix.
