Do you think it will be better for me to set the Migration to false (kaltura.migration.disabled=true) at the DEV box?

This way, it will definitely not affect the old shared items in KMC.

That's correct though you should avoid using production kaltura media items in your testing in that case (since modifying the item would also change the production version).

That is generally going to be the case with anything where you are sharing items.
