[Building Sakai] Fwd: Order by year and month the more sites screen

We did some work to sort based on the start date in the
CM_ACADEMIC_SESSION_T table, all of which is in 2.9.x after the release of
2.9.3, so 2.9.4 [tentative] (SAK-23544, SAK-23570 SAK-19464). The 4 column
in Paul's screen shot does look pretty good though.

If you want to sort prior to 2.9.x you have to manually sort with the
property portal.term.order and update it each semester.

portal.term.order.count=2
portal.term.order.1=2007 Fall Term
portal.term.order.2=2008 Spring Term
