Yea, that issue wasn't specifically fixed until 2.9.3 with the inclusion of
https://jira.sakaiproject.org/browse/SAK-22302

It was originally introduced in
https://jira.sakaiproject.org/browse/SAK-18098 by adding a session variable
"is_wireless_device" which blocks CKEditor (even if it supports it) because
old versions of iOS didn't.

WURFL (in 2.8) was replaced with MobileESP for the detection mechanism on
the pda portal. From what I remember, besides the licensing and the large
PermGen footprint, WURFL didn't make an easy distinction between different
types of devices or capabilities so it was turned off for every mobile
device. This replacement was all tied into the neo-portal merge.

To get it to work again with WURFL, I'd probably change the name of that
attribute (is_wireless_device) everywhere in portal, since it's probably
set other places too?
