[Building Sakai] [DG: Teaching & Learning] Default properties for 2.10

We could enable it on the experimental server, but there are a number of
outstanding issues related to both performance and capability that I'd
consider a blockers for this feature ever getting enabled by default and
should be noted by people wanting to use it.
