[Building Sakai] Users Import - CSV

Hi,

Does someone knows if there's a way to run SAK-21405 on Sakai 2.7.1 ?
I've already searched about it but with no success.

I also tried to apply it onto a test server but there's some symbols that
the code didn't recognize.

Of course I'll accept another options or methods of imports, if someone
knows one then let me know.

Any ideas?
