[Building Sakai] [Using Sakai] new name for sakai 2.10

I've liked Sakai 10 from the beginning.

When Java went from 1.5 to Java 6 this is a similar transition. It makes
more sense to me numerically than going to 4 and seems good for marketing
to use whole numbers increasing on each release rather than a less
significant minor.

For releases we'd still call it 10.1, 10.2, but next major release (which
hopefully wouldn't be too long after) would go to 11.
