Hi Neal

Yes, it looks like the issue related to Jira SAM-1562 but it doesn't 
work in all use cases.

You can check it by following the steps from the use case described below.

I've tested this use case in 2.9.x <http://qa1-nl.sakaiproject.org/portal/>.
