[Building Sakai] Attachments management at Samigo's pools

You're correct. This custom will not work unless there is an expectation
for the image files to be duplicated to the site where the assessment is
published. This works well at our institution, but I understand this won't
work for everyone.

It might be a bit dated but here's the Jira with patch:
