[Building Sakai] Attachments management at Samigo's pools

We did a local custom that works under the assumption that if a user
publishes an assessment that references images from a site's resources,
then those images are expected to be in the site where the assessment is
published. This includes pool questions.

Under the hood, the custom executes a find and replace on the site id's
within the url of the image reference. Obviously, this is not a universal
solution but it resulted in less confusion on our campus as we have a
general practice of duplicating sites forward from term to term.
