[Building Sakai] From the past..

It probably still works with just a few pom changes. I know it was working
in 2.8.

It's pretty dangerous as-is to run in production since anyone with admin
would be able to use it. I was thinking that if it had some of the following
- An separate property with a hardcoded list of users who can access it
- A hardcoded separate password that was needed to use it
- IP restrictions

Then it could potentially be usable on a production system. On a dev server
it isn't super useful because you can just write web services or jsp and
modify the file system real-time.
