[Building Sakai] SAK-24411 CKEditor file browser doesn't work on IE10

I merged a patch that we had from
https://jira.sakaiproject.org/browse/SAK-23174 into there. This seemed to
cause a lot of random issues with all versions of IE. If it's still not
working you'd have to provide more details as I can't reproduce.
