[Building Sakai] Display logged in user First Name in header (update)

We were able to get the DisplayName to appear in the header in Sakai 2.9.3 in the default skins but not in the neo- skins

We are updating our site using the neo- skins

We found this jira ticket addressing the issue:

SAK CLE / SAK-23842 User display name and eid should be displayed visibly in neoPortal

plus I found this older issue that addressed it, and fixed it, but it's a problem again:

We searched through our sakai.properties, SkinnableCharonPortal.java, site.vm and includeStandardHead.vm

There seems to be a disconnect and may have something to do with a .js file

We noticed a block of code added to the default skin includeStandardHeader.vm

There is a block of code starting on Line 13 that is not in the neo- skin includeStandardHeader.vm starting with this:
