[Building Sakai] WebDav and Windows 7

[Omer A Piperdi]

We are running 2.9.x with Kernel 1.3.x. We have r126187. I only see 
'reverse merge of SAK-19592' in 2.9.x branch of dav which we  don't have.
Anything particular I should be looking at??
