[Building Sakai] Change the displayed name of the Help tool

Hi:

We have a request to change the name of the Help tool as displayed in the
tools list to something like "Sakai Documentation." What file or files or
properties make the word "Help" appear as the tool title?

At <src>/help/help-tool/src/webapp/tools/sakai.help.xml we see

<tool id="sakai.help" title="Help Documentation" description="The Sakai Help
Tool">

and at
<src>/config/localization/bundles/src/bundle/org/sakaiproject/localization/bundle/tool/tools.properties
we see

sakai.help.title                                    = Help Documentation

yet it appears as only "Help" in the left hand column of tool titles, so
neither one of those is controlling it.
