[Building Sakai] Failed to set canAddSite for current user

Hi Ant

A change you applied in march (121980) introduced the error Failed to set
canAddSite for current user which I am now getting in the logs for each
user that logs in.

Can you advise what needs to be corrected for the users to have the
required permissions or otherwise to resolve the error.
