[Building Sakai] Using web-service how to change order of site-tabs

Apologies, I'll chalk that up to the iPad ;)

To do what you are after, have a look at r114994 from
https://source.sakaiproject.org/svn//msub/nyu.edu/2.8.1/sakai/trunk/

This commit did this, there is a fix in 'user' and in 'portal' to change
the default order.
