[Building Sakai] Using web-service how to change order of site-tabs

Using web-service how to change order of site-tabs.

I managing more than 6k users. In each semester when new courses are assigning to  users (e.g. instructor and student), then their sites are appending at last position, I want to bring newly added course sites to first position like we change tab order using preferences, how to accomplish this task using web-service or sql query.
