[Building Sakai] Web Content Tool Layout Issue

You need both patches from:

https://jira.sakaiproject.org/browse/SAK-23224

These are both in 2.9.2 - if you upgrade to 2.9.2 you still need to make the portal.css change (reference.diff) in your skin.
